I insert my video file as a slide video. Why is it that when I publish it, it is only 3 s?

That is very weird. Event video doesn’t need a longer duration than 3 seconds, because it will play totally independent from Captivate, has its proper control panel. Are you sure that you did insert the video as slide video? Can you post a screenshot of the timeline, please? If you inserted it as slide video in either CP2017 or CP2019 you should see two extra timelines (Bookmark and Overlay) on top of the Timeline panel. If that is not the case, you inserted it as event video.
Cp2017 did not have the interactive video feature. The two extra timelines would only have been in Cp2019.
Sorry, my bad…appeared in 11.0, also there in 11.5.
