I do not have the option to publish to my computer. With that said I am not able to view my published work due to the file is in a HTML format.

You might try loading the zipped version to cloud.scorm.com if it’s less than 100 MB for their free account.
Does previewing inside Captivate not meet the need you have?
Can you please offer more details? Are you talking about a responsive or a non-responsive project? I am asking this because that option for a responsive project is labeled ‘Publish for Devices’, not ‘Publish to Computer’.
Which version (see Help, About Captivate for the full version number) are you using on which OS?
Last sentence is very confusing: each browser supports HTML output, however not all in the same way. Which default browser (full number) do you use?
