I had an issue with a course of which 8 modules published successfully and the 9th did not. After much process of elimination and rework of advanced actions, I found the resolution to be simple. There was text on the page containing a c:path ending with filename.exe. As soon as I removed that file path, it published without error. I had to create a graphic with the text (which is a bummer for translation) in order to get the module to publish.
