What did you end up doing?
Which action do you want to trigger? Just based on time can be dangerous (there is a Delay Next Actions by… command) because the user can pause the video. You want something to happen on a frame. You could use JS but also use the built in Overlay slides, and trigger an advanced action On Enter for that overlay slide. If you did specify exactly which action you need to trigger, it would be much easier to answer your question.
