If XAPI is an option you can use Learning Analytics Software | Pricing | Watershed (watershedlrs.com)
Do you have access to a good PHP programmer? That could be a solution.
Why not try the free version of Moodle? Or for testing, SCORM Cloud (you can invite a limited amount of users for a limited amount of projects for free)?
