Where as I could not find any issue in opening new blank project.

First thing to verify is whether that cptx-project has been created with the same version or with an older version than the one installed on your system. Beware: the three main versions under the common name CP2019 are not mutually compatible. You can open a project created with version 11.0 in 11.5, but you cannot open a project created in 11.5 in version 11.0.
