I am looking to publish my software simulation demo project as a MP4 file, but when I click Publish I do not find the any other option except HTML.

The reason is in the version you are using. Version 12 can only create responsive projects, and to publish to MP4 you need a non-responsive project. That is possible in Captivate Classic, which you can use along with version 12 on the same license. You want a passive video output, I would recommend in that case to use Video Demo which is also available with Captivate Classic. The output will be of a higher quality and it has a non-destructive powerful editor.
