Can anyone tell me how to make fit screen in SCORM output. i.e, Scalable HTML Content option as in the Captivate 2019. This option is not available in Captivate 12 Publish settings.

I already answered your question in the Adobe forums but will summarize here as well.
Version 12 is limited to responsive projects only, and also in previous versions the feature ‘Scalable HTML’ was only available for NON-responsive projects to allow rescaling of the slides and objects to adapt to the use device and browser space, but only in landscape mode. Responsive projects automatically adapt the scale and the layout to the used device and available browser space.
