I have a monthly subscription. It used to be that we had to complete updates to the Captivate we were using on our machines locally. Is that still necessary or do we always automatically have access to the current version?

The updates are not installed automatically in Adobe Captivate. You can install the latest version by checking for updates in Captivate from Help->Check for Updates. Alternatively, you may use this URL to directly download the setup of the latest available version for Adobe Captivate or Adobe Captivate Classic: https://www.adobe.com/products/captivate/vipdownload.html.
