I’m in Adobe Captivate 2017 and have a smart shape and I’m unable to disable the clicking sound when it appears. I don’t see the action tab under preferences. Any ideas?

This is a question, not a discussion. If you don’t have the Actions tab for a shape, it means that the shape is not converted to a button by activating that option in its Properties panel. I have no idea why you refer to Preferences? Can you explain, please?
In comments to a ‘discussion’ it is not possible to insert screenshots which is a big disadvantage if you are really looking for answers.
