Trouble with 2019 updates

Within Adobe 2019, a few individuals have upgraded to version 11.5.1 while most others are still on 11.0.0.  Now the individuals with 11.0.0 are unable to open those with version 11.5.1.  This does not make sense because we all have Adobe 2019. Anyone know why this is happening and what can be done to fix (besides everyone updating to new version)?  It says Adobe could not open and to check for these:

-the file is not open already.

-the file is not damaged.

-hard disk drive has sufficient space.

-system has sufficient resources.

Did you read the release notes? Although both versions belong to CP2019, the new features in 11.5 make the compatibility with 11.0 impossible. everyone should upgrade to 11.5. Not the first time this happens, a free upgrade which in reality has so many added features that it is really a totally new version (was also the case with 5 and 5.5).
