I am trying to publish and get “Publish Failed”.  I am not sure what the issue is.  I have published many things prior to this today.

Double-check the folder you are attempting to publish to. When I republish older courses that might have been designed on a different computer, the old path might be retained. Make sure you are publishing to a location that is actually available. Also maybe reset your installation of Adobe Captivate back to ‘factory’ settings. Here is a tutorial on how to do that if you happen to have a Windows-based machine.

Are you talking indeed about that old version 9? Or are you confusing with version 11 or 11.5 which are indicated also as CP2019?

Are you on Windows or Mac?  If you are on Win, do you run Captivate with the feature ‘Run as Administrator’? Are you publishing to HTML5 or to SWF? Please offer some more details…
