I am looking for a Captivate template that incorporates all these features and we can use.

There may be templates that are better for 508 compliance regarding their default color pallet, but most of the compliance aspects are things you’ll have to do when you’re building the file. If images are already using descriptive file names then you would be able to leave images set to the default of “Auto Label.” Otherwise you’ll have to manually change the images accessibility when it’s on a slide in order to provide an alternate accessibility name and/or description. Other items, like interactions or tab order, you’ll also have to manually configure once you’ve enabled accessibility in the options.
