How do I publish this in HTML format in order for other external people to access the link and be able to do the drag and drop interaction.

If you publish your project as HTML5 you can upload it to a web server or to a service that allows users to review your material. Here’s an example of what I’m talking about. https://youtu.be/wajNZA9oVnw
