I was wondering how much can I charge to create an advance excel tutorial that last 15 hours that has video lessons (demos), assessments (simulations), and multiple choice. Can I charge one time, if so how much? Or can I create a license that I charge for the creation of the content and a monthly fee to use the tutorial.
Given the information you’ve provided, in my opinion you should charge a one-time fee. An easy way to determine this would be to take the hourly rate you want to charge and multiply by the amount of time you estimate it will take you to create this course.
Given the course is estimated to take 15 hours to complete and you’ll need to develop content and assessments yourself, I’d say this would be worth a decent amount.

If you have no use for it yourself, I’d say charge a one-time fee…if the client ever decides they don’t want to pay for access anymore, there goes your cashflow and a course that isn’t much use (to you).

I say one-time fee and price to consider what you are making, the resources you’ll need (Example, are you expected to include voice-over…will you also provide the content for the voiceover. Ultimately, how involved will development be?).
The project is for a school to resell to students. They provide the voice over and the voiceover content. I do the screen capture and editing, caption text, simulations, and multiple choice. How much should I charge?
That really depends on who you are developing this for and what the remit is.

If you answer that then you can see whether you should licence or charge a one time fee.
