You will need to export to html 5, there is no way to see an adobe captivate file without the software.
If the course is published to HTML5, you can upload it to a webserver (AWS from Amazon) or to SCORM Cloud (if it is a SCO) and send the URL to the index.html to the reviewer. There is an application called Reviewer which allows more, but needs to be installed on the Reviewer’s system.

That will allow you to share one course at a time for free. If you need to share a lot of courses at a time, there is also a paid service.
