I don’t think the OP was looking for an alternative for Captivate, but I could add Adobe Rush (much easier than Premiere Pro) and even eventually Adobe Express ….

Captivate is an eLearning authoring tool, not a video tool. Interactivity is very important for eLearning assets, and that is completely missing in passive video.

It is possible to publish a Captivate project (cptx extension) to passive video (mp4), but you’ll lose the interactivity.

It is also possible to use the Video Demo application (cpvc extension) which is included with Captivate and capture a video. A cpvc project can only be exported to video (mp4).
