Hi, I’m a long-time user of Adobe CC, and my organization is trialing Captivate. I’m running version 11.8.0.586, and was pretty shocked at the state of it. When I open it and run it on a 4K monitor, the whole app seems blurry.
When I create a New Blank Project, the default resolution list seems to be from about 2015:
Am I doing something incredibly stupid, or is Adobe charging a subscription model for software that isn’t supported anymore?

You always can create a custom size for your project, you don’t need to use one of the presets. I often use a HD resolution which is not available neither in the dropdown list. Reason for the lower resolutions you are seeing is file size, which increases a lot if you increase the resolution.
There are many ways to avoid blurriness. You didn’t specify which objects are ‘blurry’. For Text in a non-responsive project static text objects will be converted to images which may lead to blurriness. You can avoid that by forcing rendering of the fonts on runtime. For images: it is now possible to use SVGs instead of bitmap images. Not suitable for all type of images but as you probably know vector images always are crisp whatever the resolution. For bitmap images you can use them at a higher resolution and rescale them in Captivate (but that will have consequences for the file size). Same with video.
