Summary
The enable navigation feature in Captivate under the TOC settings is not working.
YES Enable Navigation is selected as well as, Self-Paced Learning, Collapse All, Status flag and Overlay left.
I also tried turning it off and on again.
I do not have Navigate Visited slides only selected. I just want to get the obvious out of the way.
What else do I need to add or delete to ensure that it works?

I suspect you are talking about the TOC in Captivate Classic?
You did collapse all ‘chapters’ to give an overview in the TOC. But you need to be aware of the fact that you cannot navigate to a chapter, only to slides. The learner needs to expand a chapter to be able to navigate to a slide, and you’ll have to tell them.
