Interesting! I think storyboarding is a must as it helps to ensure minimal roadblocks and streamlines the development. It also helps in arranging the content in a logical structure.
However, some people may prefer direct development without storyboarding. Especially with easy-to-use, modern authoring tools like Adobe Captivate, instructional designers seem to be foraying into development themselves without the need to have a storyboard. It will also depend on the nature of the content and the preferences of stakeholders involved. If you expect minimal feedback from the stakeholders, you may go ahead with the development. However, I would suggest you have a broad content outline in place before starting the development. This will provide you with directions and make your development process faster.
