As a new user of captivate 2023 all-new version, I found that there is no built-in progress bar in this version.

Not at this moment, it is one more feature which is still missing. Please log a feature request in the uservoice platform, or vote for an existing one. I never used that progress bar in all previous versions for multiple reasons. It is only fine for a pure linear course without any branching. Moreover scrubing that bar is allowing the learner just to skip what they want.
