If you are using Adobe Captivate 12, then here is a video that allows you to control when the learner can press a Next button while watching a video: https://youtu.be/dPnQz5Koau4
This also has the benefit of lifting that restriction if they come back to this slide.

The answer to your question is very different if you are using the new version (12.3) or any previous versions.
