The author is only allowed to add courses to internal catalogs. Once a catalog is shared externally, it doesn’t remain an internal catalog. It’s a designed behavior. Reason: our system doesn’t allow the author to share things externally. Since authors cannot view catalogs, they will not know which catalog is shared with which account.
