It has been a long time since I have had a buying experience as miserable as this. All I wanted to do was buy a piece of software. The first 20 minutes was spent getting ran around from one tangential article to the next. Once I finally found the “Buy” button, my troubles really began. Once I started the download, it kept bugging me to re-enter my password every few minutes. Once I was done downloading, I found out that I needed to download another app just to unzip the thing. I did that and the whole thing lost track of the original file. So now I am downloading the whole damn thing all over again. What kind of amateur hour are you running over there? If this had been a Microsoft product, it would have been a breeze.

Just FYI, I am not working for Adobe, am just a user like you. Was smiling because I had again the worst experience yesterday with a Win10 upgrade, where MS never remembers that I am not using a US keyoard, which makes entering my password very tricky. But that is off topic.
You want to buy Adobe Captivate 2017? Di you want a subscription license or a perpetual licenxe? Anyway you need an Adobe ID, if you didn’t buy any Adobe apps before, create such an ID. For a subscription license that ID will be linked to your license, for a perpetual license you’ll get a serial number after buying.
You can just download the trial version, and test out if you like it, you’ll get a fully working app. Downloading from the Adobe site will use the Akamai download manager (maybe that caused troubles), an alternative is this full legal website: https://prodesigntools.com/adobe-captivate-2017-direct-download-links.html;
When you have licensed the product, please don’t forget to check Help, Updates to see if eventual patches have been released. The present version is 10.0.1.285.
