I would like to publish my adobe Captivate CC 2018 responsive project as a pdf or exe file.
I just need a quick way to share the file in a format that is simple to open and share as a quick review in an office setting.

You don’t have to load SCORM Cloud, you just will need access to their site. Hope it helps you out. It is for sure THE standard for SCORM courses.

I will take a look at the scorm cloud free version.
The is a corporate environment and the security restrictions have become very strict, so I anticipate an issue with loading additional software on company computers..

Forgot to tell: best alternative is to publish the responsive project and upload to a webserver (if no reporting is needed) or to a LMS. You can use SCORM Cloud (free version) as a test environment for LMS and send invites to the reviewers. I never used the AIR reviewer for responsive projects, only for non-responsive projects. It has some great features but the reviewers need to install that AIR app, which is not always appreciated as I experienced.
Even for non-responsive projects I would not recommend publishing to exe or to pdf anymore because both output methods are based on embedding a SWF and you are (hopefully) aware of the fact that EOL of Flash Player is announced for next year. Moeover most desktop/laptop browsers already tend to avoid installing the Flash Player plugin by default, you have to enable it manually. Responsive projects are meant to be used on mobile devices, which do not support Flash player since a long time. That is the reason why responsive projects can only be published to HTML.
