I had been testing it by previewing F8. I uploaded to our LMS to test based on your feedback and still had no luck. In the interest of time I’m going to create a work around and will test further at a later date.

How did you test? Full functionality for HTML output can be tested by publishing the project and uploading to a server (or a LSM for a SCO). If this is a non-responsive project, all Preview methods, except F11 (Preview HTML in Browser) do use a temporary SWF file. Not a good way to test for HTML output.
Hi Tracy, Do you get this issue in both SWF and HTML5 output and are you facing this issue on all the browsers?
It can be project specific as well so can you try the same on a blank project and check if it works there?
