Using Captivate for web based courses?

Does anyone use DW for building web based training courses? I am having a lot of issues with Captivate 2017 and 508/JAWs issues not working. I am wondering if working with DW would be easier as you can control the coding more than you can in Captivate. Any opinions?

I am trying to build a case to offer accessible pdf versions of the web based course. I remember seeing that this work around is acceptable (WCAG?). Can anyone give me a reference where this is stated? I would appreciate any input.

I have evaluated Captivate 2017 when I was looking at creating accessible training that would work with JAWS.. The Captivate lessons did not work in a predictable manner that JAWS users could successfully navigate.

We ended up creating an HTML version using a combination of HTML, CSS and JavaScript. You need to know how to apply aria roles to html components to ensure they are read correctly by JAWS. We ended up SCORMING The files to ensure they work with an LMS. The process is quite involved and it requires alot of effort and research to put together a lesson structure.

No, sorry. I have used DW to build websites, but the tool to build eLearning courses is always Captivate for me. I wonder if you can create a cours in DW that can be set up as a SCO to transfer to a LMS, and if 508 compliance is easier to realize. In an analysis of authoring tools for eLeaning, Captivate scored better than most other tools, none is perfect.
