I apologize if I’m using the wrong terminology here- I’m a complete beginner with this software.
Is there any way to change what happens when the user puts the cursor over a button, prior to clicking? In some situations I don’t want the button to change colors, and it always does.

You are talking about InBuilt states of the button. Each button style has 3 InBuilt states: Normal, Rollover and Down. A fourth InBuilt states can be added (Visited) but is not included in the object style.
Yuo don’t specify which type of button you are talking about, nor which version you use. You can check the Object style of that button: look in the Properties panel which style is used. You’ll find that style in the Object Style Manager.
There are 4 types of buttons: 3 legacy (Text button, Transparent Button and Image button) and shape buttons which are shapes converted to buttons. You can open the Object State panel by clicking the State View button in the Properties panel of the button. There you’ll see the 3 InBuilt states. You can either delete the Rollover state/Down state or edit its color to match the Normal state. Use the right-click menu for deleting.
