Can I  upgrade Captivate 9 to Captivate 19? My product key no longer appears in my Adobe account settings and I can no longer find the key. Since I didn’t upgrade to 2017 am I required to buy the whole release?

Since you talk about a serial number you probably have a perpetual license. In that case I fear that no upgrade fee is possible from CP9 to version 11 (also indicated as CP2019).
