I am trying to create a presentation template for a group of developers. I am trying to take advantage of placeholders on the master slide; however, I don’t see one for html5 animations. Is there such thing available?

Please, do not use a cptl file for your purpose (problems with variables and advanced actions). Provide them with a cptx-file which they can save as. Provided that a theme is not sufficient, because themes have all on board to achieve design consistency and include lot more than you may think.
To answer your question: no placeholder is possible for any animation, whether an OAM or an animated GIF. It would also be very difficult to achieve, since aniùations play totally independent of Captivate’s timeline.
