Forgot to ask if you really want to create an app to be sold in the Apple or Google stores? Or do you just want to publish a course to be deployed on a webserver or a LMS?

Can you tell which version of Captivate you are using. You find the full version number under Help, About Captivate. Do you run Captivate as Administrator?
