How do you download the characters in CP2019? In previous versions that was a link at the bottom of the media window. I can’t find a way to get them now.
Personally I use the Illustracted category a lot (don’t like most of the real cutout people, too American). And there is now a way to have all of them, even in SVG format if you dispose of Illustrator application.
You are talking about 11.5 I suspect? You can still choose Characters under the Media button, but that will open the new Assets panel. You can also open that panel from the big button to the right of your screen (next to Library and Properties if you are working in the Newbie UI).
