Hi there, my company currently publishes content via Captivate to SuccessFactors LMS and also to Azure. Each time we publish we need to change the publishing settings depending on the output. Is there an easy way of defaulting two sets of publication settings and then just selecting from a dropdown eg “publish to LMS” vs “publish to Azure”

Publish settings are part of the Preferences. You can export and import Preferences. I am doing this in a different situation: when I have to switch to another language, but IMO it is also possible for your use case.
