How do I turn a 2 item group (circle shape + icon) into a single button with 3 states?

Alternative (especially in case you’d want the two objects to appear side by side, or only partly overlapping):
Create one object and add the other to it as a ‘slave’ object in State View. That way Captivate will treat them as one object, which can be interactive and will provide full control over states.

Can you explain, please? Only the original object will be interactive, not the ‘slave’ object (like that name). Moreover that ‘slave’ object will have to be added to all InBuilt states, unless you delete those extra states (Rollover, Down, eventually Visited). Will this be a valid option for the OP?

It would help if you mentioned the version you are using and the OS.

A group can NEVER be converted to a button. You talk about an ‘icon’ and I suppose you mean a SVG? A shape cannot be filled with a SVG (yet). Either you convert the SVG to a bitmap format like PNG and fill the shape with the PNG image, or you edit the SVG in a vector-based application like Illustrator and add the circle to it.
