I am wondering the best way to achieve this scenario in Adobe Captivate 2019:

At the beginning of the module, new users are directed to work through the module and pass a quiz. Existing staff can choose to avoid working through the module by going straight to the quiz. If they fail, they must work through the module then retake the quiz. If they pass, they can exit the module.

The quiz is randomised using a question pool. If a user needs to take the quiz twice – once as a pretest then again after viewing the module, I want them to see different questions.

Is this possible in Captivate?

Random questions will remain the same within one session. If you want a new subset from the question pool(s) you need to restart the course. That answers your last question. Will post a link to a blog post about possibilities and limitations to random question slides.  Pretest nor Knowledge Check slides can use random questions.

The other questions are doable. I would put the content slides before the quiz slides, and create a button where the choice is made to jump immediately to the quiz.  Use the action On enter of the score slide to check the system variable cpQuizInfoPassFail and redirect the learner to the content slides on failure.
