I am creating an eLearning with a narration voice. Unfortunately, the default and free voices you have for Captivate 2017 
(David, Zira, Bridget, Chloe, James, Julie, Paul, etc) are not good enough for my audience.

Could you let me know where I can purchase voices and install them? The text-to-speech software is an alternative but I believe it’ll better to embed the voice in Captivate and manage it from there.

I posted another answer that has links to where you can get additional information but it’s stuck awaiting moderation. In the meantime I can give you part of my previous answer without the links. Visit Neospeech dot com. These are the folks that created the voices in Adobe Captivate. They have become another company. They can sell you additional voices but they will run you anywhere from $1000 USD to $1300 USD depending on your use case. You can also consider an alternative like Amazon Polly. If you have an account with Amazon you already have access to this text to speech alternative. If you are unsatisfied with the Neospeech voices included with Captivate as you mentioned, perform a google search for Well Said Labs. Their product is the next best thing to hiring a voice actor to record narration for you.
Personally, I vote for a human narrator. There is less messing about with alternative phonetic spellings to get it to sound halfway decent and you don’t need your own recording studio to use your own voice (I have too many other things to prepare to worry about narration). Eventually, someone at Adobe might approve my earlier post and you will see all the links I suggested earlier.

You can purchase additional voices that would be compatible with Adobe Captivate 2017 at a cost of about $1000 – $1300 per voice, per year directly from the company that supplied the speech agents for Adobe Captivate. They used to be called Neospeech but are now called Readspeaker. https://www.readspeaker.com/

You will need to use the contact me form to request someone from their customer service team to get in touch with you. You will need to provide your use case for them to determine how much your fees will be.

There are other solutions out there that are less expensive. Certainly recording your own voice as Lieve suggested is a great alternative. Take a look at the options in this video here: https://youtu.be/Nunh0KALEYQ

Your question is bit confusing. You do not need to use the TTS,  the best narration is always done by a real human voice.  I always record myself, use TTS only for draft. The title of your question however is asking to install more -‘robotic’ voices. Why not buy a good microphon or high quality headset and record?
