I am unable to find step by step instructions on how to share a project so that it can be reviewed and edited before it is published.

You can install the Reviewer application packaged with Captivate. In that case the reviewer doesn’t need to have Captivate installed, and the comments wind end up in your developer’s version. Editing is only possible when the other people do have al licensed version which is the same as yours. Transfer the cptx-file in that case to them.
