I was asked to modify the quiz template to make it look more branded. I added a custom background, changed the font style and color, and now have only the submit button on the page. But now, the screen flickers when it is in preview mode or posted to the LMS. Any ideas on how to fix this would be much appreciated.

Did you edit a template or the theme? Master slides are part of the theme. Very dangerous to mess up with those quizzing master slides if you are not aware of their design, embedded objects with included functionality. That may be the origin of your problems. Replacing the master background with a custom background normally doesn’t cause those problems. Will post some links. Here is the first one:
