I have a question about using other people’s projects on my computer. If another person created a training presentation using her adobe captivate 2019, can she send this training to me so I can upload it to my adobe captivate 2019 and continue modifying it?

Adding to the above comment, captivate file works on the same version or a higher version to the one where the source was created.
There is one important requirement to allow such collaboration (sharing can be done using Dropbox, or a transfer service like WeTransfer…): you need to have the EXACT SAME version. Beware: CP2019 had 5 releases and some hotfixes as well. The most recent ones, version number starting with 11.5 are not compatible with 11.0.
Moreover there is not checking in/out for Captivate files. Be sure to set up a naming system with your collaborators, and do not work on the same project at the same moment.
