Our client is requiring that the TOC show all tick marks (status flags) including the last slide which is our quiz results slide. I cannot find executables that will force that tick to appear when the slide opens.

Quiz results slide is special. Did you ever try to put a content slide after the results slide, and convert it into a custom results slide which will be considered by Captivate as a content slide and you’ll get the checkmark.
