Looking for Workshops…
Where can I go to register for an online workshop to learn (from scratch – newbie here) how to use In-Design, Phot0-Shop, and Illustrator?

You just need to download Adobe Creative Cloud, into there are different tutorials from scracht so you can learn how to use the apps you find there.
I agree with the comments above, Devlin Peck does some stellar work, especially around xAPI. Udemy does provide excellent detailed courses which although the certificate at the end is not accredited, the teachings within are beneficial.
I have done the certification, and whilst it is good for your portfolio/CV, it is not something used to teach you how use the software, more of a measure of if you can use it.
Has anyone taken the certificate course? If so, what was that like?
Sorry, but the question is not pointed at Captivate but at other Adobe applications. They have ACA certifications but those are rather different from the Captivate certification which is accompanied by a full basic course.
Have a look at Udemy. There are some great courses there but wait for the sales because they all go down to about $12 bucks!
Try following Devlin Peck on LinkedIn. He’s always posting workshops around software in the ID field. Cara North is good, too. And the TLDC podcast
Try Adobe Edex – there are different subjects there, and I think most are free (I’m actually not 100% on whether there is a cost for any of them, but worth a look at least). You will need some software to participate in some courses though.
YouTube always has some great tutorials to use, that is what I used when I first started.
This is the eLearning community, which has focus on Captivate, Captivate Prime and eLearning.
