I am using Captivate 2019 Version 11.5.1.449 on Windows 10. Sometimes, when turning smart shapes or SVG icons into buttons, only part of the button is clickable. (usually only the bottom portion of the button) This is strange to me. Anyone else have the same issue and more importantly know of the reason and a fix?
It works fine on Preview and HTML preview but after publishing and view through the index file within the zip

Please update at least to 11.5.5.553, which is the most recent non-subscription license. You would need 11.8 (subscription only) if you had upgraded to Win11.
I did see this type of issue a lot for previous versions, so will wait until you updated before looking for other solutions. Personally I use SVGs and shape a lot as buttons, do not have that type of problems.
