I’ve only ever worked in Storyline or Rise at this time, but I’m hoping to transition over to Captivate. I was hoping someone could weigh in on some of the biggest elements or functionalities I might miss moving over.

Hmmm…. That is a delicate question.
Want something similar to Rise: download the most recent version 12 of Captivate. It has about similar limitations as Rise: meant for canned eLearning courses, not really for professional output. It is limited to the creation of responsive projects and based on the use of slide templates, interaction templates, widgets. Not so much control. It has a sleek ‘modern’ UI but no customisability.
If you want a more professional tool, rich in features, including use of Themes, external and internal Libraries, both responsive and non-responsive projects, use of VR images/videos, including a Camtasia like Video Demo, powerful Software simulations and great roundtripping with other Adobe applications (Photoshop, Illustrator, Audition, Animate), use of a point-and-click programming language (Advanced/Shared actions), download Captivate Classic (version 11.8.2). You can see it as a concurrent of StoryLine but I am biased, it has more on board especially for companies.
Will you miss functionalities? Scenes maybe but the biggest problem will be the different workflows in Classic Captivate. If you are a seasoned developer, this may be too basic for you, a blog post where I describe the main challenges for newbies in Captivate Classic:

If responsive projects are important for you, and the new version is too limiting for your creativity, you can have a look at the Fluid Boxes workflow in Captivate Classic. You’ll find some blog posts using tags as well.
