Learners are unable to click on Resource links attached for a course.
Learners when they search for a specific course and look at resources available for that specific course, they are unable to access those resources.
For example, the author has attached a resource for a specific course as below :
When the learner first sees the course, the resource link may not be active :
This is because the users are not enrolled into the course. They are required to click on enroll option. Those resources are accessible to enrolled users. Once the user enrolls the link will be activated as below :
