Which type of graphics: vector or bitmap? With so little information a good answer is almost impossible.
I use Photoshop for editing bitmap graphics because it has a great roundtripping workflow with Captivate, including the possibility to use comps. For vector images I use Illustrator. Of course there are less expensive alternatives but I love the Adobe applications, have taught them as well.
Why not think about outsourcing?
