Installation of NeoSpeech voices
I installed the NeoSpeech voices (they are there, just not in the same folder as Captivate). When I try to create text-to-speech, the only voices that appear are the ones that come with Captivate by default. Do the voices need to be in the same folder? How do I get the speech generator to find the voices?

Adobe Captivate voices are outside the Adobe Folder (Adobe Captivate Voices). Can you share the screenshot of voices you see in Captivate?
First of all I need to know the version you are using? Neospeech is gone, not available for the most recent version 12. Please find and report the full version number which can be found under Help, About Captivate.
If you are on an older version: how did you install the voices? I never had issues when installing from the TTS dialog box. They do not need to be in the same folder but will have their default location, which is directly under Program Files on a Windows system. I have no idea where the location is on a Mac (I ignore your OS).
Captivate never comes with default voices at all. Which voices do you see? They are probably those from your OS.
