Captivate 13.1.0.197 refuses to open any file post update

Hi,
I am stuck badly. I updated to the mentioned version on Tuesday and have been stuck in the circle of death ever since. It won’t open any file.
I use an Win 11 (enterprise) Surface Pro, 16 GB ram.
Intel(R) Core(TM) Ultra 7 266V (2.20 GHz).
The file is barely 7 slides so not big at all.
Update: Using TQcachecleaner helps in getting the file started. But every time I import an image the program hangs during the import process.

Thank you for contacting Adobe!
Please try below steps:
STEP 1
1. Close CP 13.1. Go to control panel > Add/remove programs > Select CP 13.1 > Select uninstall > Select “Yes. Remove Preference” during uninstall.
2. Once uninstalled successfully > Restart the computer
3. Refer to this link > Click on download for Windows for All new Adobe Captivate: https://www.adobe.com/products/captivate/vipdownload.html
4. Download the Zip file > Go to download location > Extract the Zip file > Open extracted folder > Run Setup.exe to start the installation
5. Once installed > Click on File > Open > Select and try to open .cpt files created in CP 13.0. Also try importing an image from Assets/System in the image block and check
STEP 2
If it still does not work and gets stuck when try to import images then open CP 13.1 as Admin. Right Click on CP 13.1 > Run as administrator and check.
STEP 3
Give read and permission to the below Adobe folders and then try to import images from System/Assets panel
C:\Program Files (x86)\Adobe
C:\Program Files (x86)\Common Files\Adobe
C:\Program Files\Common Files\Adobe
C:\Program Files\Adobe
C:\ProgramData\Adobe
C:\Users\<User Name>\AppData\Local\Adobe
C:\Users\<User Name>\AppData\Roaming\Adobe
C:\Users\<User Name>\AppData\LocalLow\Adobe
