when i package for HTML and with SCROM 1.2 compliant it does not run IE.

Which version of CP and IE? If you are on CP2019 or the most recent version of 2017, AutoPlay is disabled for HTML output. There should be a play icon which has to be pressed. There is a lot of published discussions and articles on this problem (due to an incentive of Chrome). Just Google.
