New to responsive fluid boxes so please bear with me.
I want to change both the height and width of the project so when I am presenting/watching the project in a browser it is sized correctly for the resolution of the monitor. I only see the width change when I test it on the monitor and use the preview slider. Am I missing something?

I have found that out, which leaves the question, why even have the previewer if it does not fully function? Having the data squeeze together left and right and then leaving the height unchanged distorts what you were trying to create. This function needs to be fixed or turned off, very confusing to new users.
I will not defend the team, but it was perfectly possible to have good Preview functionality with SWF output. The main problem is HTML output is not as controlled, nor standardized which makes probably almost impossible to have a real WYSIWYG preview, even when they create a temporary HTML output and show in Browser. Even that preview will not always show the final output, and I don’t think that is only the case with Captivate. HTML is meant to be deployed on a webserver, and then you will be able to check how it really looks, and see the differences between using several browsers and/or devices.
If you know what can be seen with the slider in editing situation and in Preview situation (where the smooth font size scaling happens) you will be more comfortable with the situation. It is not Adobe who had banned the Flash Player, and HTML output is NOT standardized at all.
Do you have any idea how many different browser resolutions exist for mobile devices? Do you want all of them to be visible in editing mode, without the creating of the HTML output?
Which version are you using? You have to Preview in the browser or on devices (CP2019) to see most of the changes, not with the slider in the editing environment.
