Text should be clear not matter where it is housed. Why is this happening?

Do you have compression settings on? These are found in Preferences under Size and Quality.

Hmmm… you show two totally different situations with different text, no idea about the font size neither.
Is this a non-responsive or a fluid boxes project (or a Breakpoints view project)? How did you create the states? I mostly start from a shape (or is it a caption) with all text on the state. Then I switch to Object State panel and delete text which I don’t need in some states. Was that your workflow as well? If yes, could you post screenshots of the text on the stage (before the creation of the states) and the text in a state, when published and viewed?
